HOUSE OF REPRESENTATIVES

The House of Representatives is composed of 435 members elected for two (2) year terms. The number of representatives from each state is apportioned according to the states’ populations as determined by the U.S. Census conducted every 10 years (1 representative for every 30,000 people). A representative must be at least 25 years of age, have been a citizen of the U.S. for at least seven (7) years and, at the time of election, be a resident of the state from which elected. If a representative dies or resigns during the term, the state must call a special election to choose a successor to serve for the unexpired portion of the term.


In addition to the 435 members, there is a Resident Commissioner from the Commonwealth of Puerto Rico (elected for a four (4) year term) and delegates from the District of Columbia (Washington, D.C.), American Samoa, Guam, and the Virgin Islands who are elected pursuant to federal law. The delegates and the Resident Commissioner have most of the prerogatives of other representatives including the right to vote in committees. However, they may not vote on matters before the House as a whole.

Only the House of Representatives may initiate revenue (tax) bills. By tradition, the House also initiates the appropriation (budget) bills.
